How Facebook Violates An Agreement with Government to Ensure People Privacy?

In recent years there's been some major concerns about how Facebook violated an agreement that they had with the government to ensure the privacy of it's users. This violation has alerted a few concerned interested parties, compelling them to seek further investigation into the matter; in addition to suggesting that the U.S. Government perform an investigation of their tracking methods to track it's users' web browsing activities and whether or not it violates an agreement between them and the government, in an effort to ensure their user's privacy.
Facebook previously made a statement that alluded to attempting to deliver advertising, which they believed to be more targeted, by monitoring activities performed by their users on other websites. Concerned groups found this type of practice alarming, thus resulting in a request to probe further into their web tracking practices.  They have agreed to honor the request of the concerned parties and make modifications to their policies.
